WELCOME

The Chairman welcomed all and introduced the meeting agenda.

REFEREES

Due to Hakim’s absence, Kamruz filled in.

Referees list

The referees have been selected to ensure the smooth running of the actual games as well as the league. Some, reliable, existing referees are included but the majority are introduced new. A lot of these are from the league committee and member teams. A few names are Kamruz (Committee/Shadwell), Hakim (Committee), Koyes (Drapers), Saad  (Clichy), Somru (independent) and Nazrul (Newark). This is not an exhaustive list and others will be added. The full list will be placed on our website at a later date.

Match Card

A sample match card was shown around the room. The accurate and full completion of it was demonstrated. Some new features include Opposition Man of the Match and Opposition Manager’s Signature. All other features and procedures remain the same. The match card will be inspected and followed up on thoroughly and teams penalised for inaccurate and incomplete ones.

Discipline Reporting

The referees have sole responsibility of reporting any discipline matters to the LFA. A new online system has been introduced by the LFA to reduce lengthy paperwork and save time. Hakim will follow up on the referees.

Complaints

Should there be any complaints about a referee (or referees) or should a referee receive a rating of below 4, teams should write in to Hakim, detailing the events or explaining the rating.

Invoicing

The referees act independently and, as such, any invoices should be obtained from the referees themselves. The league cannot provide any invoicing regarding referees.

FIXTURES

Pitches

Once again, there is a shortage of pitches, because of the sheer mount of teams participating in Tower Hamlets. The council have given permission to create two new pitches in Victoria Park for the league. The other pitches include two at Bartlett Park, one in Stepney Green and three in Weavers Field. Teams have commented that pitch 1 and 3 are too small. Other alternatives could be arranged outside of Tower Hamlets but an overwhelming vote, by the teams, to remain within has been accepted. Changing rooms are also an ongoing problem. Due to a youth league in Victoria Park on Sundays, senior teams cannot use the changing rooms. The bowling green and Victoria Park Harriers changing rooms might be possibly be used. We are still in talks with the council about this matter.

Fixtures

There have been a lot of requests for fixtures. We will accommodate where possible. All teams will be rotated in the different pitches; no priority will be given to any team. The fixtures will go up tonight on the web site. Teams are reminded to check the web site on a regular basis fro any changes.

ACCOUNTS

The accounts were handed out and questions about them invited but there were none. We have a healthy balance at year-end.

A.O.B

Outstanding Fines

Some teams still owe fines and need to settle up before the league commences. All fines will be posted on the web site. Reminders will be sent via e-mail, not post, to teams concerned. All teams are expected to keep an eye on the web site on a regular basis.

Bookings/Sending Offs

The bookings and sending offs will be communicated directly to the LFA and they will impose and collect the fines. Where there are serious discipline issues, the league will also act accordingly.

Cup competition

There are twenty teams in both divisions and the Premier sides qualify automatically. In the First Division, two representatives from the teams present picked eight teams randomly from a pool. The first person picked the home team and the second the away. The draw is as follows:

            BERNER v WANSTEAD

            BARTLETT v DRAPERS

            CLICHY v SYA

            BYM v WEST HAM

The two remaining teams, NEWHAM YOUTH LINK and ELITE YOUTH, were sent through as byes.

League Contacts

It was emphasised that only the concerned officers should be contacted for relevant queries and matters. For example, only the Fixtures Secretary should be contacted for any fixtures or pitch matters or issues. The General Secretary should be contacted for any other issue or matter.

Constitution

The constitution has been updated and all teams were encouraged to read up on it.
